Now Winston County can lay claim to another group of three who are tops in their field of law enforcement. The past election brought in new Sheriffs in Winston, Oktibbeha, and Lowndes County; all with their roots in Winston County and the Louisville School System.&lt;br /&gt;&lt;br /&gt;The Winston County Group of Retired Educational Personnel (REPM) hosted Jason Pugh -Winston County Sheriff, Steve Gladney - Oktibbeha County Sheriff and Mike Arledge -&amp;nbsp;Lowndes County Sheriff on Thursday (Feb 2) at the Louisville City Hall. Each sheriff was presented with recognition certificates not only from REPM but also the Louisville Municipal School District and from the State of Mississippi. (see photos)&lt;br /&gt;&lt;br /&gt;Mike Arledge, the newly elected sheriff of Lowndes County, graduated from LHS in 1973 and has been in law enforcement for 31 years. Incoming Oktibbeha County Sheriff, Steve Gladney, graduated from LHS in 1974. Gladney and Arledge spent time working together as members of the Miss. Highway Patrol. Jason Pugh, who took office in January as Winston County Sheriff, is a 1990 graduate of LHS as well.&lt;br /&gt;&lt;br /&gt;Each sheriff spoke to the group&amp;nbsp;about growing up in the area and particularly about school experiences. Hamilton, the Starkville native and former director of the U.S. Fish and Wildlife Service who passed away almost two years ago. &lt;br /&gt;Cochran and Harper in early 2011 introduced companion bills (S.266 and HR.588) to designate the Noxubee National Wildlife Refuge as the Sam D. Hamilton Noxubee National Wildlife Refuge.&amp;nbsp; The House approved HR.588 on Nov. 14 and the Senate followed suit late Wednesday night.&amp;nbsp; The bill now goes to President Obama to be signed into law. &lt;br /&gt;“Mississippi’s natural beauty inspired Sam Hamilton’s appreciation for natural resources and wildlife habitat preservation.&amp;nbsp; The renaming of the Noxubee National Wildlife Refuge for Sam Hamilton honors his service to the nation and to Mississippi,” Cochran said.&amp;nbsp; “I appreciate my colleagues in the Senate and House for agreeing to this appropriate tribute.” “Sam Hamilton had a long and personal history with the Noxubee National Wildlife Refuge, where he caught his first fish at age 5 and began his conservation career at age 15. &lt;br /&gt;Renaming this refuge in Sam’s honor is a fitting tribute to his remarkable career and commitment to wildlife conservation,” Harper said. Hamilton died on Feb. 20, 2010.&amp;nbsp; At the time, he was director of the U.S. Fish and Wildlife Service.&amp;nbsp; Hamilton had a 30-year career with the agency and was recognized following Hurricanes Katrina and Rita for his work to restore coastal wetland and wildlife habitats.&amp;nbsp; He had also been recognized for his efforts to promote restoration of the Florida everglades.&amp;nbsp;&amp;nbsp; Before graduating from Mississippi State University, Hamilton worked with the Youth Conservation Corps on the Noxubee National Wildlife Refuge. Located in east-central Mississippi, the Noxubee Refuge covers 48,000 square acres and is a resting and feeding area for migratory birds.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;br /&gt;Cochran introduced similar legislation in March 2010 and gained support for it from Interior Secretary Ken Salazar, who recalled Hamilton as a consensus builder on cooperative conservation projects.&amp;nbsp; That legislation was not enacted before the end of the 111th Congress, but was renewed in February in the 112th Congress. November’s unemployment was at 14.1% while the rate was 15.2% in December 2010. &lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;Following the national and statewide trend, the county’s rate has slowly decreased but is still significantly higher that the statewide average of 9.9% and the national average of 8.5%.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&amp;nbsp; &lt;/span&gt;December initial unemployment claims totaled 91 with 648 continued claims in the county. At the second Relay For Life team captain's meeting Thursday, Krajewski said the number of teams involved had grown but encouraged the teams and committee members in attendance to recruit more teams who want to get involved in the fight against cancer.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;According to Krajewski, each team must consist of 8-15 members. Relay For Life requests that at least one team member remain on the track at all times during the event. Teams will receive T-shirts and choose campsites at Bank Night, to be held at 5:30 p.m. May 24, when teams will turn in the majority of funds they have raised. &lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;In order to qualify for a T-shirt, an individual must have raised at least $100 for Relay For Life. Campsites will be assigned on a first-come, first-pick basis.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Winston County Relay For Life is a 12-hour event on June 8th that begins at 6 p.m. and continues through the night until 6 a.m. &lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;This year, teams will set up campsites around Columbus Street downtown as an added excitement to the event. This year’s Relay will be held in the downtown area in front of Citizen’s Bank. The campsites for teams usually include tents decorated to represent the theme of the Relay. This year's theme is yet to be set, which allows the teams time to submit an idea to Krajewski prior to the next team meeting.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;The evening will be filled with entertainment, activities and games. The Relay For Life committee currently needs bands and groups or individual entertainers to volunteer to play, sing or perform at the event. Last year, the entertainment included a talent show, skits and several team activities and contests.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;The highlight of Relay For Life, the Luminaria Ceremony, honors those who have fought cancer or are currently fighting cancer and memorializes those who have lost their battles with cancer. The Relay For Life committee aims to sell 500 luminarias this year. Luminarias can be purchased in honor of those who have overcome cancer or are currently fighting cancer and in memory of those who have lost their lives to cancer. Multiple luminarias can be purchased for an individual. During the Luminaria Ceremony, the luminarias are lit as the names of those they honor or memorialize are read. “Go ahead and starting purchasing your Luminaria,” said Penny Crowson, Luminaria chair. Anyone interested in purchasing Luminaria should contact Penny Crowson or stop by Pennies from Heaven to purchase one or they can be purchased from any Relay For Life team.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Krajewski said the most important thing to do right now for those interested in joining the fight against cancer is to start putting a team together. "The more teams we have at Relay, the more people we have involved and the more people we have involved, the more people we have turn out at the event,” Krajewski said. “Once a team is formed, the next thing participants will want to do is choose a team captain.” &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;The team captains may also want to bring along another team member when attending the Relay meetings to help absorb all the information and attend in place of the captain should he or she not be able to attend a meeting. When the team has chosen a captain, it's time to start raising the money that the American Cancer Society uses to fight cancer.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Of the 8 teams at the last meeting, several teams have already started plans for raising money for Relay For Life. Church&amp;nbsp;around 2 pm this afternoon (Jan 25th). The store has been evacuated of customers and a search by a canine unit from Meridian is underway. The store will remain closed until the search is completed. Police Chief Claiborne and several officers of LPD are on the scene. Claiborne indicated that this was the 3rd threat of this nature in the city&amp;nbsp;in the last several years. Under Federal Homeland Security laws, the utterance of a bomb threat, even if it is a hoax, is considered a serious crime and will result in significant jail time. Commissioner Presley gave the 92 associations until Friday, January 27th at 5:00 p.m. to submit by-laws or face subpoenas for records. The Louisville Coliseum was filled with music as choirs and representatives from Lonely Valley CME, The Wildwood Choir from Pleasant Hill Methodist, Calvary Apostolic and Union Chapel Baptist performed.&amp;nbsp;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: left;"&gt;Perhaps the most stirring moments came as the event came to a close as the choirs and the audience gathered to perform "Amazing Grace". The Battle of the Choirs was a kickoff event to inform and encourage local citizens to participate in the program sponsored by the Winston County Partners for Community Living and promoted and developed by Southern Rural Development through MSU &amp;amp; The MSU Extension Service.&lt;/div&gt;&lt;br /&gt;Between performances, the audience was encouraged to participate in the upcoming "Community Circles" or discussion groups that start the week of January 30th. Community Circles are small groups of local citizens who get together over a 5 week period to discuss not only problems within the community but to suggest solutions that can be implemented. Turning the Tide is not a governmental program but a citizen based initiative. Interested individuals can still sign up to join a Community Circle by contacting the local Extension Office at 662-773-5531 or messaging the WCPCL Facebook Page. Various times/dates/locations are available to accommodate an indivdual's schedule. All Winston County residents are encouraged to participate regardless of background, age or income.&lt;br /&gt;&lt;br /&gt;Friday night's event was kicked off by a flag presentation from members of&amp;nbsp; Boy Scout Troop 5 with an invocation by Reverend Charles Goss. The national anthem was performed by Tracy McCully and Mayor Will Hill welcomed the crowd and made opening remarks. Aubries' Angels would like to thank all involved. Due to health reasons, Duran had not been physically present at the year’s first meeting earlier in the month. The Board hit the ground running&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;as Duran and other members suggested that the Chancery Clerk provide agendas by email whenever possible prior to upcoming meetings in an attempt to speed the process. After discussion, the board approved the system as recommended by the Mayor. A federal law passed in 1996 authorized technical assistance for small and rural communities to assist them in complying with rules and regulations promulgated under the “Safe Drinking Water Act.” This program aims to ensure that federal regulations do not overwhelm rural water resources. However, this Environmental Protection Agency (EPA) program has often not been a priority resulting in funds to more-populated areas of the country, putting at risk access to safe drinking water for thousands of rural citizens. A bill introduced by U.S. Representative Gregg Harper (R–Miss.) would reauthorize and modernize the much needed technical assistance and compliance training initiative to ensure that federal regulations do not burden small water districts’ resources. Congressional negotiators included a variation of Harper’s language into an agreement to fund the government for 2012, which guarantees that these support services remain available. “&lt;strong&gt;This initiative provides smaller communities – the exact areas intended to be reached by this program – with the necessary federal resources to comply with clean water laws,” said Harper&lt;/strong&gt;, a second-term lawmaker who serves on the Energy and Commerce Committee. “&lt;strong&gt;Without these services, safe and clean water for rural Mississippians would be put in jeopardy.” &lt;/strong&gt;Approximately 1,000 Mississippi communities receive water from rural water associations or small cities. Nationwide, over 93 percent of community water systems serve a population of less than 10,000 residents. The National Rural Water Association, America’s largest community-based water organization, praised the program’s continuation. “Water quality is one of the most pressing public health concerns in rural Mississippi and is essential for long-term economic sustainability,” said Kirby Mayfield, executive director of the Mississippi Rural Water Association. “However, due to a lack of economies of scale, it is often more difficult for small towns to comply with federal rules and afford the latest technology.” In addition to being the main source of compliance aid, rural water technical assistance contributes to emergency response efforts, including Hurricane Katrina when hundreds of communities relied on assistance from surrounding state rural water associations. The conference report for fiscal year 2012 was signed into law by the president on December 23, 2011 and funds the federal government through September 30, 2012, at levels lower than the previous year in an effort to trim government debt. Triplett has provided a statement to investigators.&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &lt;br /&gt;&amp;nbsp;Winston County's first homicide of the New Year apparently occurred on Saturday night (Jan. 7) in the High Point Community. The Winston County Sheriff's Department responded to a report in the High Point area at 10:31 pm. Upon arrival at the scene, Officers found Henry D. Gale had been stabbed. Mr. Gale was transported to Baptist Hospital in Columbus where he was pronounced dead at 3:30 am on Sunday morning.&lt;br /&gt;A suspect was identified and a foot pursuit commenced. The suspect was apprehended around 10 am on Sunday morning and is currently in custody. The redistricting plan for the county is currently under review by the Justice Department.&amp;nbsp;However, the lines for the four congressional districts in Mississippi were also required to be readjusted.&amp;nbsp;That plan is in place as&amp;nbsp;the Federal Courts took up the redistricting after the Mississippi legislature failed to agree upon a workable plan during the 2011 session.&lt;/span&gt;&lt;br /&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;As a result of the shift in Congressional District lines, &lt;strong&gt;Winston County will no longer be in District 3&lt;/strong&gt; &lt;strong&gt;&lt;u&gt;after the next election&lt;/u&gt;&lt;/strong&gt;. &lt;strong&gt;Winston County is currently represented by Republican Gregg Harper and will continue to be served by Harper until January, 2013.&lt;/strong&gt;&amp;nbsp; Beginning in 2013, Winston County will be included in District 1 currently served by&amp;nbsp;Republican Alan Nunnelee.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;All of Winston County and roughly half of Oktibbeha County were included in the move.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Calibri;"&gt;Contact with Representative Harper's Office indicated that there was concern that citizens misunderstood the upcoming changes and issued this statement:&lt;/span&gt;&lt;/div&gt;&lt;em&gt;"As you can imagine, we’ve gotten a number of inquiries about Congressman Harper and Winston County. Congressman Harper is extremely disappointed to lose Winston County. Besides his home county of Rankin, Winston County has been his “home away from home.” But, that’s what happens when populations shift in our state. One of the misconceptions out there is that Congressman Harper no long represents Winston County. Actually, this change does not take place until after the first few days of January, 2013. Here are the highlights of the meeting:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;&amp;nbsp;Received a briefing from Dale Coward on the airport project and a request for two work orders for design and architectural fees for a new terminal building to be built in 2013 and for a runway turnaround for larger planes that use the airport. Most of the cost are paid for by FAA grant and the city's cost for the above is $1704.00. This was approved.&lt;/li&gt;&lt;li&gt;Heard from Jody Fulton concerning unclean properties. Fulton indicated that in most cases, cleanup was in progress or more time was needed and requested an extension on the public hearings until February 21. This was approved.&lt;/li&gt;&lt;li&gt;Set a public hearing for January 17 at 4:30 p.m. for the USDA/Rural Development Community Facility Grant to purchase a tractor, side cutter, and phone system. This was approved.&amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;/li&gt;&lt;li&gt;&amp;nbsp;Docket of Claims for December bills in amount of $59,452.16.&lt;/li&gt;&lt;li&gt;Payment of the Mississippi Municipal Workers Compensation 2nd quarterly payment of $22,094.00.&lt;/li&gt;&lt;li&gt;&amp;nbsp;Payment to H &amp;amp; M Construction Co., LLC for $40,020.38 for construction of Landfill Cell #4.&lt;/li&gt;&lt;li&gt;&amp;nbsp;Payment to Crowder Engineering &amp;amp; Surveying, Inc., for $12,465.76 for construction of Lanfill Cell #4.&lt;/li&gt;&lt;li&gt;Payment to ETCA for $6,975.00 for landfill sampling &amp;amp; testing.&lt;/li&gt;&lt;li&gt;Adopted a Resolution for an insurance cafeteria plan effective 10-31-2011.&lt;/li&gt;&lt;li&gt;Declared an Erroneous Tax Sale of 2009 tax assessed to Annie Eaves Holder, parcel &amp;nbsp; &amp;nbsp; &amp;nbsp;1512929010100100, no tax was due.&lt;/li&gt;&lt;li&gt;Approved two new volunteer firemen: Deterrion "Ty" Hardin and Roy Eichelberger.&lt;/li&gt;&lt;li&gt;Approved transfer of an old fire engine from the Street Department to the Fire Department for use as parts and&amp;nbsp;training.&lt;/li&gt;&lt;li&gt;The Board discussed changes to travel per diem rates for county personnel. State changes raised the per diem rate from $31 to $36 and an additional 1/2 cent for mileage. Alderman Caperton questioned the need to raise the city's rate to $36. Given the budget issues, Caperton said, "If we keep dipping in the cereal bowl &amp;nbsp;- we will run out one of these days." After discussion, the Board approved the 1/2 cent mileage increase, but kept the per diem rate at $31.&lt;/li&gt;&lt;li&gt;Approved a new phone system for City Hall based on a lease option of $271.10/month. Mayor Hill indicated that the new system would provide multiple services including voicemail, caller ID, and would guarantee that no phone in City Court or City Hall would go unanswered.&lt;/li&gt;&lt;li&gt;Approved a contract with AT &amp;amp; T for a 911 system contingent upon the county's agreement to share cost. The existing 911 system will no longer be supported after January 31,2012. More information on the system will follow at a later date.&lt;/li&gt;&lt;li&gt;Reviewed a proposal to provide WiFi to several blocks of downtown Louisville and possibly the Coliseum and park areas. &amp;nbsp;The system could be utilized by security cameras as well.&lt;/li&gt;&lt;li&gt;Alderwoman McCloud raised the issue of personnel hiring. She asked that the Board be provided with application information from new hiring recommendations by department heads. After debate, the board agreed to make an administrative change and include this information for the board in future hiring requests.&lt;/li&gt;&lt;/ul&gt;A&amp;nbsp;full agenda of this meeting is available at the City Clerk's Office. The members chose District 5 Supervisor Larry Duran as the Board president and District 3 Supervisor Mike Peterson as Vice-President.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Duran was not physically present at the meeting due to health issues but was able to participate by telephone. The Louisville Fire department was assisted by the Highpoint &amp;amp; the BethEden Volunteer Departments as a dozen firefighters responded. Efforts were complicated by the nature of the roof structure of the building and the existence of fire inside the cooler compartment. The property has historically been used as a convenience store and was still often referred to as the Old Bennett Grocery. The structure was a complete loss. &lt;br /&gt;Fire Chief Terry Johnson indicated that the cause of the fire is undetermined at this time and is under investigation. He also expressed his thanks to the volunteer departments and the Louisville Police Department for their assistance. New officials take their positions on Monday, January 2nd and will serve until the first Monday in January, 2016. Several new faces step into office including: Jason Pugh - Sheriff, Julie Cunningham-Chancery Clerk, Larry Woodward- Tax Assessor/Collector and Burr Warner- Supervisor Dist.1.&lt;br /&gt;The installation ceremony was opened by Board Attorney Hugh Hathorn who took the opportunity to thank the outgoing officials for their service. An invocation was given by local pastor, Mike Childs before Judge Edward Fenwick spoke to the standing room only crowd. Fenwick indicated his surprise and pleasure at the size of the crowd in attendance.&lt;br /&gt;Fenwick gave the oaths of office to each elected position, either by group or individually. Only Supervisor Larry Duran from District 5 was not in attendance for health reasons. Local police are currently monitoring traffic in the area and an ambulance crew is on the scene but we believe this is only a precautionary measure. Nearly fifty well-wishers joined the Country/Gospel music great as the highway marker was dedicated on the south side of Louisville's Main Street near Jackson's birthplace. &amp;nbsp;A sometimes emotional Jackson thanked the crowd and the people of the community and expressed his love for his country, state and home county.&amp;nbsp;Helping to unveil the marker were State Senator Giles Ward, State Representative Russ Nowell and Mayor Will Hill.&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: left;"&gt;&lt;br /&gt;&lt;/div&gt;Other musicians to receive markers on the Country Music Trail include Charlie Pride, Jimmie Rodgers, Faith Hill and Mary Stuart. Jackson’s career began early as he played with Jim &amp;amp; Jesse on the Grand Ol’ Opry at the age of fourteen. Through the years, he has performed and/or written songs for a who’s who of Nashville stars ranging from Glenn Campbell, Emmylou Harris, Brad Paisley, Merle Haggard and Dolly Parton. Here's just a few notes: Don't forget the "&lt;strong&gt;Twas the Night Before Christmas" shopping in downtown Louisville&lt;/strong&gt; tonight. Here's a chance to do some last minute shopping in a relaxed-old fashioned atmosphere with your local merchants. Participating stores will remain open from 5 to 8 pm to give you a chance to shop without the pushing &amp;amp; shoving that goes on at the malls &amp;amp; box stores..Walk down the street &amp;amp; greet your neighbors, have a meal at Market Cafe and a treat at Cuppa and do your last gift-buying in relaxed comfort.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; Many area churches will be having &lt;strong&gt;candlelight services on Christmas Eve&lt;/strong&gt;. For me, these are the most moving services of the season. Our family has begun a tradition of attending the services at St. John's Lutheran on North Columbus.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; It looks like it will be a &lt;strong&gt;wet Christmas Day&lt;/strong&gt;.. Christmas Eve should bring a little sun but rain moves into the area during the evening and predictions right now indicate an 80% chance of rain on Christmas Day - a good day to stay in, enjoy the family and play those new video games. Christmas temps should range from a high in the lower 50's to a low in the lower 40's.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; And finally, the day after Christmas(Monday, Dec 26) brings a big event to town as at 10:00 am, there will be a &lt;strong&gt;dedication of the Mississippi Country Music Trail Marker for our own Carl Jackson&lt;/strong&gt;. The event is open to the public and is located on west Main Street. Carl joins the likes of Charley Pride, Jimmy Rodgers, &amp;amp; Faith Hill as the roadside plaque honors his contributions to the American music scene.&lt;br /&gt;WWN hopes everyone has a great holiday. It was also a time to say goodbye to some longtime officials and to welcome new officeholders. Longtime Board President Jerry Estes took the opportunity to thank his fellow officials and to wish his best to those newly elected. Other board members also thanked outgoing officials that were present such as Tax Assessor Brenda Miles and Chancery Clerk Pam Reel for their work and dedication to the county. New county officials will be sworn into office on December 29 at 9 am in the Courthouse in a public event.&lt;br /&gt;&lt;br /&gt;Highlights of the Board Meeting follow. Full minutes of the Dec 19th meeting will be available in the Chancery Clerk's Office when approved.&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Heard from James Davis, owner of Red Hills Winery concerning the lease and utility costs at the current county location on Old Robinson Rd. The Board tabled any decision upon lease changes until further information is discerned. Supervisor Peterson indicated that "we must come up with some fair amount of rental and utilities-we don't need to be out any money subsidizing your business."&lt;/li&gt;&lt;li&gt;Received and approved a bid from Renasant Insurance to continue the County's liability coverage. Steve Roberts and Roland Byrd of Renasant presented a contract renewal with Trident at no increase from the previous year. Board Attorney Hugh Hathorn questioned the high deductible on law enforcement claims and the Board agreed to review the auto and equipment schedules upon acceptance of the agreement.&lt;/li&gt;&lt;li&gt;Handled a tax issue with property owner Thomas Shinn and Tax Assessor Brenda Miles concerning the Tallehaga Watershed assessment.&lt;/li&gt;&lt;li&gt;Approved days off for some county employees at their request.&lt;/li&gt;&lt;li&gt;Approved a traffic sign maintenance program for the county&lt;/li&gt;&lt;li&gt;Approved a military tax exemption for Gary Hickman after determining that he met all the requirements.&lt;/li&gt;&lt;li&gt;Approved P.O.'s from acting Sheriff David Edwards to allow a company to reprogram handheld and mobile radios to meet new state/federal requirements. Edwards indicated the cost would be around $800. Edwards also requested funds for tires and repair to Sheriff Office vehicles.&lt;/li&gt;&lt;li&gt;Board Attorney indicated that all department heads should have all contracts available for review by the new Board in January.&lt;/li&gt;&lt;li&gt;Supervisor Peterson provided information on lease negotiations with Teeters for the old Spartus building. After review, the board approved a 3 year lease with options to renew for two additional 3 year terms with a 2 cent/yr per square foot increase each year.&lt;/li&gt;&lt;li&gt;Approved P.O.'s for the Circuit Clerk, Tax Assessor's Office and the Sheriff's Office for multiple items including new stationary.&lt;/li&gt;&lt;li&gt;Opened bids for the County Depository from BanCorpSouth and Renasant. After review, the Board approved the bid from Renasant due to no fees for most services and a higher interest rate.&lt;/li&gt;&lt;li&gt;Opened and accepted a single bid for a used Ford tractor from District 3 in the amount of $3575.&lt;/li&gt;&lt;li&gt;Opened bids for a Home Project for Bernice Hopkins in District 4. The original high bidder pulled out due to illness and the project was re-bid. Four bids were received and the Board approved the low bid of $81,500 from Gladney Construction upon a release from the previous original bidder.&lt;/li&gt;&lt;li&gt;Heard from a citizen concerning &amp;nbsp;a school bus turnaround off of Union Chapel Rd. As of 3pm on Monday, Dec.19, the median price per gallon of regular was $3.29 with prices ranging from $3.27 to $3.34. This price compares to the current state average as reported by GasBuddy.com at $3.077 per gallon. Of the 15 highest prices reported to GasBuddy, 11 of these are in the Louisville area. These figures are subject to change at anytime.&lt;br /&gt;&lt;br /&gt;Changes to gasoline prices are primarily driven by the distributor who may or may not be local. In many cases at local convenience stores, the pumps,tanks and related equipment belong to the distributor and not the store owner. Store owners often have little input into the price per gallon.&lt;br /&gt;&lt;br /&gt;Gasoline prices in general have dropped over the last month across the country and in Mississippi. Partners Britt Barnes and Nick Eubanks indicated that cleanup had already begun on the property and that next week would bring 20-25 local workers on site to begin exterior renovation and that 32 units would soon see full interior replacement. M&amp;amp;M also plans to renovate some apartments as studio apartments and as handicap accessible. Barnes indicated, "A lot of cleanup has been done and we hope to turn this project from something negative and make something positive." A Louisville native, Jackson’s show brought a bevy of top notch musical performers to the Old Strand Theater on Saturday night (Dec 10) for the 15th year in a row. The list includes the up and coming husband and wife team of Joey &amp;amp; Rory and old favorites including Jerry Salley, Larry Cordell, Val Storey, Johnny Rawls, Bradley Wright and Larry Wallace.&lt;br /&gt;Performing gospel, bluegrass and country favorites, the stars presented some of the finest music to be found outside of Nashville. The relaxed atmosphere of the theater, the ease of the performers and their interaction with the audience gave each show the look and feel of a musical jam session as the 2nd show extended for almost three and half hours. Several of the musicians performed on Jackson’s latest work, a benefit CD for The Mark Twain Boyhood Home Museum in Hannibal, Missourri.&lt;br /&gt;Carl Jackson was inducted into the Mississippi Music Hall of Fame in 2006 and on Saturday he received another honor as Mary Beth Wilkinson of the Division of Tourism for the Mississippi Development Authority along with other dignitaries including Congressman Greg Harper presented him with a road marker on the Mississippi Country Music Trail. The marker will be placed in downtown Louisville and dedicated on Monday, December 26th. Other country musicians that have received this honor include; Jimmy Rodgers, Faith Hill, Charlie Pride and Marty Stuart. Through the years, he has performed and/or written songs for a who’s who of Nashville stars ranging from Glenn Campbell, Emmylou Harris, Brad Paisley, Merle Haggard and Dolly Parton.
