REPM Recognizes 3 Elected Sheriffs With Winston County Backgrounds

It wasn't very long ago that Winston County was recognized as the home of three top SEC Basketball coaches. Now Winston County can lay claim to another group of three who are tops in their field of law enforcement. The past election brought in new Sheriffs in Winston, Oktibbeha, and Lowndes County; all with their roots in Winston County and the Louisville School System.

The Winston County Group of Retired Educational Personnel (REPM) hosted Jason Pugh -Winston County Sheriff, Steve Gladney - Oktibbeha County Sheriff and Mike Arledge - Lowndes County Sheriff on Thursday (Feb 2) at the Louisville City Hall. Each sheriff was presented with recognition certificates not only from REPM but also the Louisville Municipal School District and from the State of Mississippi. (see photos)

Mike Arledge, the newly elected sheriff of Lowndes County, graduated from LHS in 1973 and has been in law enforcement for 31 years. Incoming Oktibbeha County Sheriff, Steve Gladney, graduated from LHS in 1974. Gladney and Arledge spent time working together as members of the Miss. Highway Patrol. Jason Pugh, who took office in January as Winston County Sheriff, is a 1990 graduate of LHS as well.

Each sheriff spoke to the group about growing up in the area and particularly about school experiences. They also provided background as to why they sought the office and new programs and ideas that they are implementing or pursuing within their administrations.

One of the more interesting and concerning aspects of the discussion surrounded budgets for each office. While there are considerable differences in population size for the three counties; geographic area and office requirements are similar. The retired educators were concerned to note that while the Sheriff's Department in Lowndes had a budget in the $6.2 million range and the Oktibbeha Department had a budget around $3.5 million, the Winston County Sheriff's Department was operating on a $560,000 budget or 1/6 the size of Oktibbeha and about 1/11 the size of Lowndes.

Name Change for Noxubee Refuge Awaiting Obama's Signature

WASHINGTON, D.C. – The U.S. Senate has given final congressional approval to legislation introduced by U.S. Senator Thad Cochran (R-Miss.) and U.S. Representative Gregg Harper (R-Miss.) to name the Noxubee National Wildlife Refuge for the late Sam D. Hamilton, the Starkville native and former director of the U.S. Fish and Wildlife Service who passed away almost two years ago.
Cochran and Harper in early 2011 introduced companion bills (S.266 and HR.588) to designate the Noxubee National Wildlife Refuge as the Sam D. Hamilton Noxubee National Wildlife Refuge. The House approved HR.588 on Nov. 14 and the Senate followed suit late Wednesday night. The bill now goes to President Obama to be signed into law.
“Mississippi’s natural beauty inspired Sam Hamilton’s appreciation for natural resources and wildlife habitat preservation. The renaming of the Noxubee National Wildlife Refuge for Sam Hamilton honors his service to the nation and to Mississippi,” Cochran said. “I appreciate my colleagues in the Senate and House for agreeing to this appropriate tribute.” “Sam Hamilton had a long and personal history with the Noxubee National Wildlife Refuge, where he caught his first fish at age 5 and began his conservation career at age 15.
Renaming this refuge in Sam’s honor is a fitting tribute to his remarkable career and commitment to wildlife conservation,” Harper said. Hamilton died on Feb. 20, 2010. At the time, he was director of the U.S. Fish and Wildlife Service. Hamilton had a 30-year career with the agency and was recognized following Hurricanes Katrina and Rita for his work to restore coastal wetland and wildlife habitats. He had also been recognized for his efforts to promote restoration of the Florida everglades. Before graduating from Mississippi State University, Hamilton worked with the Youth Conservation Corps on the Noxubee National Wildlife Refuge. Located in east-central Mississippi, the Noxubee Refuge covers 48,000 square acres and is a resting and feeding area for migratory birds.
Cochran introduced similar legislation in March 2010 and gained support for it from Interior Secretary Ken Salazar, who recalled Hamilton as a consensus builder on cooperative conservation projects. That legislation was not enacted before the end of the 111th Congress, but was renewed in February in the 112th Congress. S.266 was approved by the Senate in February 2011 and forwarded to the House. The House Committee on Natural Resources approved S.266 in June 2011 and then HR.588 on Nov. 10, 2011. Cochran, who serves on the Migratory Bird Conservation Commission, is vice chairman of the Senate Appropriations Committee and is a member of the subcommittee that funds the U.S. Fish and Wildlife Service and other Interior Department agencies.

In 2010, fatalities in alcohol-impaired-driving crashes accounted for 31 percent of all motor vehicle traffic fatalities.

If football fans plan on drinking during the Super Bowl, designating a sober driver can help increase the chance of avoiding an alcohol-impaired-driving crash. Alcohol-impaired driving is no accident nor is it a victimless crime. 10,228 people died in motor vehicle crashes in 2010 in which an impaired driver or motorcycle rider had a blood alcohol concentration of .08 grams per deciliter or higher.

There are just too many drivers out there who believe that having just a few drinks and getting behind the wheel of a vehicle is harmless. But numbers don’t lie. Drinking and driving can result in loss of life or serious injury. These not only affect the lives of the impaired driver but can affect other families as well.

When you choose to drink, drink responsibly, and pass your keys to a sober driver. Driving impaired or riding with someone who is impaired is not worth the risk. If you know of someone who has been drinking and is planning to drive, please remember Fans Don’t Let Fans Drive Drunk.

Winston County Unemployment at 13.8% in December

The unemployment rate in Winston County dropped slightly in December to 13.8%. November’s unemployment was at 14.1% while the rate was 15.2% in December 2010. Following the national and statewide trend, the county’s rate has slowly decreased but is still significantly higher that the statewide average of 9.9% and the national average of 8.5%. December initial unemployment claims totaled 91 with 648 continued claims in the county. Winston ranked 71 out of 82 counties in rate of employment.

It's Not Too Late to Form a Relay For Life Team

Although the 2012 Winston County Relay For Life has already begun taking shape, it's not too late to start a team and take part in the fight against cancer.

Brandi Krajewski, co-chair of Winston County Relay For Life, said individuals and organizations are still invited to form teams to take part in the June 8 event. At the second Relay For Life team captain's meeting Thursday, Krajewski said the number of teams involved had grown but encouraged the teams and committee members in attendance to recruit more teams who want to get involved in the fight against cancer.

According to Krajewski, each team must consist of 8-15 members. Relay For Life requests that at least one team member remain on the track at all times during the event. Teams will receive T-shirts and choose campsites at Bank Night, to be held at 5:30 p.m. May 24, when teams will turn in the majority of funds they have raised. In order to qualify for a T-shirt, an individual must have raised at least $100 for Relay For Life. Campsites will be assigned on a first-come, first-pick basis.

Winston County Relay For Life is a 12-hour event on June 8th that begins at 6 p.m. and continues through the night until 6 a.m. This year, teams will set up campsites around Columbus Street downtown as an added excitement to the event. This year’s Relay will be held in the downtown area in front of Citizen’s Bank. The campsites for teams usually include tents decorated to represent the theme of the Relay. This year's theme is yet to be set, which allows the teams time to submit an idea to Krajewski prior to the next team meeting.

The evening will be filled with entertainment, activities and games. The Relay For Life committee currently needs bands and groups or individual entertainers to volunteer to play, sing or perform at the event. Last year, the entertainment included a talent show, skits and several team activities and contests.

The highlight of Relay For Life, the Luminaria Ceremony, honors those who have fought cancer or are currently fighting cancer and memorializes those who have lost their battles with cancer. The Relay For Life committee aims to sell 500 luminarias this year. Luminarias can be purchased in honor of those who have overcome cancer or are currently fighting cancer and in memory of those who have lost their lives to cancer. Multiple luminarias can be purchased for an individual. During the Luminaria Ceremony, the luminarias are lit as the names of those they honor or memorialize are read. “Go ahead and starting purchasing your Luminaria,” said Penny Crowson, Luminaria chair. Anyone interested in purchasing Luminaria should contact Penny Crowson or stop by Pennies from Heaven to purchase one or they can be purchased from any Relay For Life team.

Krajewski said the most important thing to do right now for those interested in joining the fight against cancer is to start putting a team together. "The more teams we have at Relay, the more people we have involved and the more people we have involved, the more people we have turn out at the event,” Krajewski said. “Once a team is formed, the next thing participants will want to do is choose a team captain.”

The team captains may also want to bring along another team member when attending the Relay meetings to help absorb all the information and attend in place of the captain should he or she not be able to attend a meeting. When the team has chosen a captain, it's time to start raising the money that the American Cancer Society uses to fight cancer.

Of the 8 teams at the last meeting, several teams have already started plans for raising money for Relay For Life. Winston Medical Center's Team will sponsor a soup sale Jan. 27 to raise money for the cause and has a Valentine basket raffle ongoing for $1 per chance. “WMC has been hard at work fundraising,” said Krajewski.

Team HOPE from Noxapater High School is hosting a “Bunko for Relay” night on January 30, 2012 from 6:30 pm until 8:30 pm. Refreshments will be provided for those who attend. Those who wish to participate in this must register by calling Carol McAdory at 662-803-4257 to register by January 26, 2012. THere is a $15.00 game fee to be paid the night of the event and all proceeds go to the Winston County Relay for Life. Prizes will be given away to the winners. “This a great fundraiser and lots of fun,” said Krajewski.

The WCCRF Team will be selling Boston Butts on Easter Weekend April 6 to raise money for the event.

Relay For Life is the American Cancer Society's signature activity. It offers everyone in the community the chance to fight against cancer. Relay For Life represents the hope that those lost to cancer will never be forgotten, that those who face cancer will be supported and that one day, cancer will be eliminated.

The American Cancer Society is the nationwide, community-based, voluntary health organization dedicated to eliminating cancer as a major health problem by preventing cancer, saving lives and diminishing suffering from cancer, through research, education, advocacy and service.

The national Relay For Life began in 1985 with one man who walked and ran around a track for 24 hours and raised $27,000 for the American Cancer Society. This year, Relay For Life will take place in nearly 5,100 communities in the United States and 20 other countries and raise funds to support the Society’s mission of saving lives by helping people stay well, by helping people get well, by finding cures and fighting back, and celebrate a world with more birthdays.

Bomb Threat at Local Store on Wednesday

Louisville Police Department indicates that a bomb threat was received by Fred's Department Store on S. Church around 2 pm this afternoon (Jan 25th). The store has been evacuated of customers and a search by a canine unit from Meridian is underway. The store will remain closed until the search is completed. Police Chief Claiborne and several officers of LPD are on the scene. Claiborne indicated that this was the 3rd threat of this nature in the city in the last several years. Under Federal Homeland Security laws, the utterance of a bomb threat, even if it is a hoax, is considered a serious crime and will result in significant jail time. If anyone has any information concerning this matter, please contact the Louisville Police Department.

Gregg Harper (R-Miss.) issued the following statement this evening in response to the president’s State of the Union: “I’m astonished that the president would call for an economy built on American manufacturing and energy and an all-of-the-above energy strategy – a Republican initiative – since his actions have never matched such rhetoric. “Less than one week ago, the White House denied a permit for the Keystone XL pipeline, a project that would create American jobs and energy. Time and again the House has moved bills to eliminate the administration’s bureaucratic delays that continue to stall American energy production. “The president had an opportunity to advance this shovel-ready jobs and energy project. But in a trademark Obama political decision, his administration prolonged the process with job-destroying regulations and bureaucratic betrayals. “Gas prices have jumped $1.50 per gallon since the president took office. There's Still Time to Sign Up for Community Circles

Poverty is a major issue in Winston County. According to the 2010 U.S. Census, almost a fourth of the population of the county live below the poverty level.

Working with the MSU Extension Service, the Winston County Partners for Community Living (WCPCL) is implementing a plan called “Turning the Tide on Poverty”. An initiative of the Southern Rural Development Center, Turning the Tide on Poverty" is designed to promote community involvement in fighting the issues of poverty. The program needs community involvement and WCPCL and the Extension Service are currently looking for concerned, community members to join community circles. The purpose of the community circles is to develop a clear community action plan that will help address the issue of poverty.

Community circles encourage community members from all walks of life to share their voices around a set of topics with the goal of improving the quality of life in our communities. The process itself fosters civic-minded communities that encourage people to take an active role in solving local problems.

Water Associations Must Submit By-Laws or Face Subpeona

Jackson, Mississippi (January 23, 2012)- Northern District Public Service Commissioner Brandon Presley said today that 92 water associations in North Mississippi have failed to meet a January 18th deadline for submitting a copy of their corporate by-laws to the PSC. Commissioner Presley gave the 92 associations until Friday, January 27th at 5:00 p.m. to submit by-laws or face subpoenas for records. Presley’s office has been collecting corporate by-laws for the past two months as a part of an ongoing investigation and review into the operations of rural water associations across North Mississippi and their compliance with the Mississippi Non-Profit Corporation Act. “We are giving these associations until Friday, January 27th at 5:00 p.m. to submit these documents or we will issue subpoenas first thing Monday morning.” Presley said. “It is my intention to make sure these associations are operating legally and within the bounds of the law.”press release

Battle of the Choirs Kicks Off Community Program!

A good crowd gathered on Friday night (Jan 20th) to listen to area choirs and find out more about the ongoing 'Turning the Tide on Poverty"program in Winston County. The Louisville Coliseum was filled with music as choirs and representatives from Lonely Valley CME, The Wildwood Choir from Pleasant Hill Methodist, Calvary Apostolic and Union Chapel Baptist performed.

Perhaps the most stirring moments came as the event came to a close as the choirs and the audience gathered to perform "Amazing Grace". The Battle of the Choirs was a kickoff event to inform and encourage local citizens to participate in the program sponsored by the Winston County Partners for Community Living and promoted and developed by Southern Rural Development through MSU & The MSU Extension Service.

Between performances, the audience was encouraged to participate in the upcoming "Community Circles" or discussion groups that start the week of January 30th. Community Circles are small groups of local citizens who get together over a 5 week period to discuss not only problems within the community but to suggest solutions that can be implemented. Turning the Tide is not a governmental program but a citizen based initiative. Interested individuals can still sign up to join a Community Circle by contacting the local Extension Office at 662-773-5531 or messaging the WCPCL Facebook Page. Various times/dates/locations are available to accommodate an indivdual's schedule. All Winston County residents are encouraged to participate regardless of background, age or income.

Friday night's event was kicked off by a flag presentation from members of Boy Scout Troop 5 with an invocation by Reverend Charles Goss. The national anthem was performed by Tracy McCully and Mayor Will Hill welcomed the crowd and made opening remarks. Other speakers included:

Aubries' Angels, a non-profit organization for developmentally disabled children, was a huge success it's first year. Over 75 gifts were donated to the Developmentally Delayed Class at Noxapater Attendance. Some gift donations and some cash donations were made - all were greatly appreciated. Louisville Pilot Club hosted a 'wrapping' party the night before delivery to the school which included pizza, drinks and wrapping materials.The children enjoyed opening the gifts the day before school got out for Christmas. Harper Denounces Permit Denial on Keystone

Third District Congressman Gregg Harper added his voice to a Republican outcry today as President Obama rejected a permit for the Keystone XL Pipeline. The proposal to build a pipeline from Canada down to Texas has been under review for more than three years. The administration blamed the rejection on Republicans’ decision to attach a pipeline provision to the short-term payroll tax cut extension passed late last year indicating that it would force a decision before all assessments of the project were completed. The White House indicated that the permit denial was not a judgment upon the viability of the pipeline and that permits could be forthcoming in the future.

U.S. Rep. Gregg Harper (R-Miss.) issued the following statement after the Obama administration denied the permit: “As gas prices continue to fluctuate amid uncertainty in the Middle East, the president has once again shown that he is out of touch with the American people. Every day that the president hides behind bureaucratic betrayal is another day without jobs and relief from foreign oil.”

Highlights from Winston Co. Supervisor’s Meeting – Jan 17

New Board president Larry Duran presided over his first Winston County Board of Supervisor’s Meeting on Tuesday. Due to health reasons, Duran had not been physically present at the year’s first meeting earlier in the month. The Board hit the ground running as Duran and other members suggested that the Chancery Clerk provide agendas by email whenever possible prior to upcoming meetings in an attempt to speed the process. Duran also asked that the Board follow the “Roberts Rules of Order” during their meetings as well. “People in our county want us to conduct their business professionally” said Duran.

Once approved, the full agenda and minutes of each board meeting are available at the Winston County Chancery Clerk’s Office. Here are the highlights of Tuesday’s meeting:

· Heard from Louisville Mayor Will Hill about the recommended lease/purchase of a new 911 phone system. The current system will no longer be supported after January. More than a year has been spent in reviewing options and pricing. Hill recommended the AT&T Interact Solution. This 5 year lease/purchase was the least expensive option that still provided for all current and long term needs of the system including Phase 2 Compliance for cell phone location and 911 digital mapping interphase.

911 operations are operated by the city and paid for jointly between the city and the county. The proposed option at around $7000/month would include all maintenance, upgrades, and training. The cost would be somewhat offset as there would no longer be a need for the existing maintenance budget for the existing system. After discussion, the board approved the system as recommended by the Mayor. Any costs of the system above and beyond 911 revenues would be split equally between the County and the City.

· Dealt with signature authorizations and check cost associated with the set up of accounts at Renasant Bank. (At the last meeting, the Board changed the county depository)

· Deat with several grant issues including the closing of the CDBG grant for energy efficiency upgrades at the courthouse and an authorization to proceed with a Rural Impact Grant request concerning the repair of the sprinkler system at the Teeters property.

· Heard from Sheriff Jason Pugh concerning salaries, the need to fill one deputy position and the status of existing employees. Pugh indicated that current salaries (with the position filled)are at 86.3% of budget. This does not however include overtime pay.

· Heard from Tim Palmer of the Winston/Choctaw Correctional Facility concerning salaries and employee issues as well. Palmer indicated that the recent influx of state prisoners has brought the facility to capacity. The additional inmates will bring additional revenue to the facility and should keep it in the black for the foreseeable future.

· Approved a salary supplement to the tax assessor’s office of $6000 from the solid waste budget for collection services.

· Approved a donation of $1000 to the local Boys and Girls Club

· Approved payment for uniforms and equipment for incoming constable, Ed Hunt.

The Board also conducted normal business items including travel,training and fee authorizations, reviewed financial reports, car tag hold lists, corrected an erroneous tax sale issue, heard from an insurance provider and certified the previous Assessor’s tax roll among additional items.

Harper Introduces Bill to Assist Rural Water Districts

CONGRESS STREAMLINES SAFE DRINKING WATER PROGRAM WASHINGTON, DC – A provision included in Congress’s year-end funding package will help ensure that safe and affordable public drinking water is available in small and rural communities. A federal law passed in 1996 authorized technical assistance for small and rural communities to assist them in complying with rules and regulations promulgated under the “Safe Drinking Water Act.” This program aims to ensure that federal regulations do not overwhelm rural water resources. However, this Environmental Protection Agency (EPA) program has often not been a priority resulting in funds to more-populated areas of the country, putting at risk access to safe drinking water for thousands of rural citizens. A bill introduced by U.S. Representative Gregg Harper (R–Miss.) would reauthorize and modernize the much needed technical assistance and compliance training initiative to ensure that federal regulations do not burden small water districts’ resources. Congressional negotiators included a variation of Harper’s language into an agreement to fund the government for 2012, which guarantees that these support services remain available. “This initiative provides smaller communities – the exact areas intended to be reached by this program – with the necessary federal resources to comply with clean water laws,” said Harper, a second-term lawmaker who serves on the Energy and Commerce Committee. “Without these services, safe and clean water for rural Mississippians would be put in jeopardy.” Approximately 1,000 Mississippi communities receive water from rural water associations or small cities. Nationwide, over 93 percent of community water systems serve a population of less than 10,000 residents. The National Rural Water Association, America’s largest community-based water organization, praised the program’s continuation. “Water quality is one of the most pressing public health concerns in rural Mississippi and is essential for long-term economic sustainability,” said Kirby Mayfield, executive director of the Mississippi Rural Water Association. “However, due to a lack of economies of scale, it is often more difficult for small towns to comply with federal rules and afford the latest technology.” In addition to being the main source of compliance aid, rural water technical assistance contributes to emergency response efforts, including Hurricane Katrina when hundreds of communities relied on assistance from surrounding state rural water associations. The conference report for fiscal year 2012 was signed into law by the president on December 23, 2011 and funds the federal government through September 30, 2012, at levels lower than the previous year in an effort to trim government debt. Harper’s stand-alone bill (H.R. 1427) remains in the U.S. House of Representatives and the lawmaker expressed his continued support for enacting the outstanding provisions. Citizens Asked to Participate in Community Discussion at Upcoming "Battle of the Choirs"

The Battle of the Church Choirs will be an opportunity for area residents to hear choirs from local churches perform as well as learn more about citizen participation in the Turning the Tide on Poverty Program.

The Winston County Partners for Community Living are sponsoring the event to promote the “Turning the Tide on Poverty” program across Winston County. An initiative of the Southern Rural Development Center in conjunction with Mississippi State Extension Service, “Turning the Tide " is designed to promote community involvement in fighting the issues of poverty.
The Battle of the Choirs is an event to inform and encourage the public to take part in the Turning the Tide program as members of discussion groups called community circles. The circles will be held at various locations and times to accommodate the members. Participants meet once a week over a five week period to discuss issues relating to poverty, schools, jobs and services in Winston County and to ultimately present workable ideas that can be implemented to improve the quality of live for all Winston Countians. Citizens from all walks of life are encouraged to participate and have their voices heard concerning future programs and efforts to improve our communities.

Presley Checks Wireless Retailers for Customer Protection Measures

press release:The Northern District Public Service Commissioner’s office will be ensuring that retailers are in compliance with state regulations when it comes to cell phone purchases January 09, 2012 (Jackson, Mississippi) –

Northern District Public Service Commissioner Brandon Presley announced today that his office has begun random checks of wireless phone retailers to ensure compliance with the “Consumer Code for Wireless Service”. PSC regulations require designated wireless companies comply with the code, which provides consumer rights at the point of purchase; such as a 14-day trial period, the availability of a map detailing service and coverage, along with eight (8) other rights designed to protect consumers.
"Customers who are buying products and services from wireless companies should be protected, and it is important that they be made aware of their rights when making these purchases,” Presley said.
“My staff has begun making random checks of wireless retailers throughout the 33 counties in North Mississippi to make sure these rules are being followed and that customers are being made aware of these rights at the point of purchase,” Presley added.
During the checks, Presley said employees of the PSC may request volunteer interviews with customers who have recently purchased wireless service.

Winston Co. Sheriff's Dept Investigates Apparent Homicide on Saturday Night in High Point Community

UPDATE: The Sheriff's Department indicated that the suspect in custody is identified as Lester Triplett of Louisville. Triplett has provided a statement to investigators.

Winston County's first homicide of the New Year apparently occurred on Saturday night (Jan. 7) in the High Point Community. The Winston County Sheriff's Department responded to a report in the High Point area at 10:31 pm. Upon arrival at the scene, Officers found Henry D. Gale had been stabbed. Mr. Gale was transported to Baptist Hospital in Columbus where he was pronounced dead at 3:30 am on Sunday morning.
A suspect was identified and a foot pursuit commenced. The suspect was apprehended around 10 am on Sunday morning and is currently in custody. The investigation is ongoing and further details are unavailable at this time.

SENATE LEADERSHIP ANNOUNCED

(Jackson) On his first day of presiding over the Mississippi Senate, Lt. Governor Tate Reeves announced his choices for chairmen, vice-chairmen and the membership of the 42 different Senate Committees for the next four years.

Often referred to as the most powerful committees in the Senate, Reeves tapped Senator Eugene “Buck” Clarke of Hollandale to serve as chairman of the Senate’s Appropriations Committee and Senator Joey Fillingane of Sumrall to chair the Senate’s Finance Committee.

Senate District 18 Senator Giles Ward was selected to serve as chairman of the Wildlife, Fisheries and Parks Committee and as vice-chairman of both the Energy Committee and the Forestry Committee. Lt. Governor Reeves also assigned Ward to serve on the Agriculture, Business and Financial Institutions, Environmental Protection Conservation and Water Resources, Executive Contingent Fund, Finance, Highways and Transportation, and Judiciary “B” Committees.

After the appointments were announced, Ward said, “I’m truly honored to serve as chairman of the Wildlife, Fisheries and Parks Committee in the Senate. We have so many citizens in this district who appreciate and enjoy our state’s abundance of hunting and fishing habitat. There typically are several bills to come before this committee that end up evoking spirited debates. I will try diligently to always give all sides of an issue the opportunity to be heard and to make certain proposed legislation impacting Mississippi’s favorite pastimes is fully discussed and considered.”

Suspicious Fire Under Investigation

Investigation is underway into a fire that destroyed the Truth Christian Center Youth Site in rural Winston County. The property was still under construction when firefighters were called to the location at 146 Brooks Carter Rd. around 3:00 pm on Tuesday (Jan 3).

Winston County Arson Investigator Keith Alexander indicated that the structure was a complete loss and that the fire apparently started under suspicious circumstances. The State Fire Marshall's Office is offering a reward up to $1000 for information leading to an arrest and conviction of any person or persons responsible. PILOT CLUB OF LOUISVILLE SPONSORS ANNUAL PAGEANT

The Pilot Club of Louisville will be sponsoring their annual pageant for girls ages 4-18 and boys ages 4-7 on Saturday, March 31, 2012 at 6:00 P. M. at the Louisville High School Auditorium. Registration for the pageant this year will be Monday, January 30, 2012, at First Baptist Church Fellowship Hall from 3:00 until 4:30 P. M. Applications this year may be picked up from the Winston County Library after January 16th. They will also be taken to area schools this year.

Entry fee is $20.00. The final date for registration will be Friday, February 10, 2012. Redistricting Clarification- Harper Still the Man Till 2013

The 2010 Census will bring several changes for Winston County including new lines within the county for the five Supervisors' Districts. The redistricting plan for the county is currently under review by the Justice Department. However, the lines for the four congressional districts in Mississippi were also required to be readjusted. That plan is in place as the Federal Courts took up the redistricting after the Mississippi legislature failed to agree upon a workable plan during the 2011 session.

As a result of the shift in Congressional District lines, Winston County will no longer be in District 3 after the next election. Winston County is currently represented by Republican Gregg Harper and will continue to be served by Harper until January, 2013. Beginning in 2013, Winston County will be included in District 1 currently served by Republican Alan Nunnelee. All of Winston County and roughly half of Oktibbeha County were included in the move.
Contact with Representative Harper's Office indicated that there was concern that citizens misunderstood the upcoming changes and issued this statement:

"As you can imagine, we’ve gotten a number of inquiries about Congressman Harper and Winston County. Congressman Harper is extremely disappointed to lose Winston County. Besides his home county of Rankin, Winston County has been his “home away from home.” But, that’s what happens when populations shift in our state. One of the misconceptions out there is that Congressman Harper no long represents Winston County. Actually, this change does not take place until after the first few days of January, 2013. Consequently, Congressman Harper represents Winston County for the next twelve months."

Board Of Alderman Meeting 2012

The Louisville Board of Alderman Met Tuesday evening (January 3) in their first meeting of 2012. Here are the highlights of the meeting:

Received a briefing from Dale Coward on the airport project and a request for two work orders for design and architectural fees for a new terminal building to be built in 2013 and for a runway turnaround for larger planes that use the airport. Most of the cost are paid for by FAA grant and the city's cost for the above is $1704.00. This was approved.
Heard from Jody Fulton concerning unclean properties. Fulton indicated that in most cases, cleanup was in progress or more time was needed and requested an extension on the public hearings until February 21. This was approved.
Set a public hearing for January 17 at 4:30 p.m. for the USDA/Rural Development Community Facility Grant to purchase a tractor, side cutter, and phone system. This was approved.
Docket of Claims for December bills in amount of $59,452.16.
Payment of the Mississippi Municipal Workers Compensation 2nd quarterly payment of $22,094.00.
Payment to H & M Construction Co., LLC for $40,020.38 for construction of Landfill Cell #4.
Payment to Crowder Engineering & Surveying, Inc., for $12,465.76 for construction of Lanfill Cell #4.
Payment to ETCA for $6,975.00 for landfill sampling & testing.
Adopted a Resolution for an insurance cafeteria plan effective 10-31-2011.
Declared an Erroneous Tax Sale of 2009 tax assessed to Annie Eaves Holder, parcel 1512929010100100, no tax was due.
Approved two new volunteer firemen: Deterrion "Ty" Hardin and Roy Eichelberger.
Approved transfer of an old fire engine from the Street Department to the Fire Department for use as parts and training.
The Board discussed changes to travel per diem rates for county personnel. State changes raised the per diem rate from $31 to $36 and an additional 1/2 cent for mileage. Alderman Caperton questioned the need to raise the city's rate to $36. Given the budget issues, Caperton said, "If we keep dipping in the cereal bowl - we will run out one of these days." After discussion, the Board approved the 1/2 cent mileage increase, but kept the per diem rate at $31.
Approved a new phone system for City Hall based on a lease option of $271.10/month. Mayor Hill indicated that the new system would provide multiple services including voicemail, caller ID, and would guarantee that no phone in City Court or City Hall would go unanswered.
Approved a contract with AT & T for a 911 system contingent upon the county's agreement to share cost. The existing 911 system will no longer be supported after January 31,2012. More information on the system will follow at a later date.
Reviewed a proposal to provide WiFi to several blocks of downtown Louisville and possibly the Coliseum and park areas. The system could be utilized by security cameras as well.
Alderwoman McCloud raised the issue of personnel hiring. She asked that the Board be provided with application information from new hiring recommendations by department heads. After debate, the board agreed to make an administrative change and include this information for the board in future hiring requests.

Notes from Winston Co. Board of Supervisor's Meeting

The Winston County Board of Supervisors met in the first meeting of the New Year on Tuesday. The members chose District 5 Supervisor Larry Duran as the Board president and District 3 Supervisor Mike Peterson as Vice-President. Duran was not physically present at the meeting due to health issues but was able to participate by telephone. He thanked everyone for their thoughts and prayers during his illness. The board dealt with the following issues:

· Re-employed Hugh Hathorn as Board Attorney and as attorney for the Winston-Choctaw Regional Correctional Facility.

· Received and reviewed reports of receipts, expenditures and fund balances.

· Approved the bonds for all newly elected and appointed county officials.

· Ratified existing contracts held with the county.

· Approved the 2^nd qtr appropriations for the Sheriff’s Dept and the Tax Assessor/Collector but not to exceed 50% of the total budget at the end of the quarter.

· Approved requisitions and cash requests for the energy grant – (county to pay the invoices totaling $6882.86 to be reimbursed from the EECBG grant)

· Approved the Circuit Clerk and Chancery Clerk’s request for the county to not pay PERS portion for fee income derived by the respective offices. This will result in a cost reduction for the county.

· The Board discussed the County Engineer’s position and that of arson investigator Keith Alexander as well.

· Approved multiple purchase orders from various departments.

· Recommended that Economic Development Director Gerald Mills develop a proposal in conjunction with Red Hills Winery owner James Davis for a lease/utility arrangement to be discussed at the next board meeting.

· Reviewed the proposals for phone service at the correctional facility from CCI and Securious. There was much debate concerning the particulars of the contract which resulted in a 3-2 vote to approve a 4 year contract with the existing provider CCI. Supervisors Peterson and Warner were opposed to the contract based upon some of the financial provisions.

· The Board went into executive session to discuss personnel matters for new and existing employees in the different county departments.

Update on West Main Fire

Here's what we know on the fire that occurred on the corner of West Main & Warner on Thursday morning: The call came in at 10:04 am & the first responders arrived at 10:09 am. The Louisville Fire department was assisted by the Highpoint & the BethEden Volunteer Departments as a dozen firefighters responded. Efforts were complicated by the nature of the roof structure of the building and the existence of fire inside the cooler compartment. The property has historically been used as a convenience store and was still often referred to as the Old Bennett Grocery. The structure was a complete loss.
Fire Chief Terry Johnson indicated that the cause of the fire is undetermined at this time and is under investigation. He also expressed his thanks to the volunteer departments and the Louisville Police Department for their assistance. Due to the instability of the remaining structure, there is still possible fire and collapse danger and citizens are reminded to stay away from the property.

County Officials Take Oath of Office on Thursday

The courtroom was packed on Thursday morning as Winston County officials were sworn into office for the upcoming four years. New officials take their positions on Monday, January 2nd and will serve until the first Monday in January, 2016. Several new faces step into office including: Jason Pugh - Sheriff, Julie Cunningham-Chancery Clerk, Larry Woodward- Tax Assessor/Collector and Burr Warner- Supervisor Dist.1.
The installation ceremony was opened by Board Attorney Hugh Hathorn who took the opportunity to thank the outgoing officials for their service. An invocation was given by local pastor, Mike Childs before Judge Edward Fenwick spoke to the standing room only crowd. Fenwick indicated his surprise and pleasure at the size of the crowd in attendance.
Fenwick gave the oaths of office to each elected position, either by group or individually. Only Supervisor Larry Duran from District 5 was not in attendance for health reasons. Duran will be sworn in at a later date.The following slideshow captures each official as they take the oath.

News Alert: Major Structure Fire on West Main on Thursday Morning

Area firefighters were summoned to the scene of a fire at a local convenience store on West Main in Louisville this morning. As of this posting, LFD and volunteer departments continue to fight the blaze on the corner of West Main and Warner Ave. The property was engulfed in flames as multiple trucks answered the call. Local police are currently monitoring traffic in the area and an ambulance crew is on the scene but we believe this is only a precautionary measure. As full info becomes available, we will bring you updates. The following photos indicate the scale of the fire and the work of the firefighters.

As a result of the 2010 census, the lines for the four congressional districts in Mississippi were required to be readjusted. A three judge panel developed the approved plan which must be in place by the January 13^th qualifying deadline for congressional candidates. Redistricting was required as the state experienced population shifts. The Mississippi Delta experienced population loss since the 2000 census while areas of north Mississippi saw growth. As a result, Panola, Grenada and Yalobusha Counties were moved to District 2 (D- Bennie Thompson) from District 1 while Winston & part of Oktibbeha were included in District 1. The other area county affected by the change was Leake. Leake County was split between Districts 2 & 3 but will now all be included in District 2.

Jackson's Ms Country Music Trail Marker Unveiled

A determined crowd braved the Monday morning rain on the day after Christmas (Dec 26)to unveil the Mississippi Country Music Trail Marker honoring our own Carl Jackson. Nearly fifty well-wishers joined the Country/Gospel music great as the highway marker was dedicated on the south side of Louisville's Main Street near Jackson's birthplace. A sometimes emotional Jackson thanked the crowd and the people of the community and expressed his love for his country, state and home county. Helping to unveil the marker were State Senator Giles Ward, State Representative Russ Nowell and Mayor Will Hill.

Other musicians to receive markers on the Country Music Trail include Charlie Pride, Jimmie Rodgers, Faith Hill and Mary Stuart. Jackson’s career began early as he played with Jim & Jesse on the Grand Ol’ Opry at the age of fourteen. Through the years, he has performed and/or written songs for a who’s who of Nashville stars ranging from Glenn Campbell, Emmylou Harris, Brad Paisley, Merle Haggard and Dolly Parton. In 2003, he won a Grammy as the producer of the Country Album of the Year “Livin’, Lovin’, Losin’–Songs of the Louvin Brothers”.

Merry Christmas everyone!!. WWN will continue to update weather and twitter posts over the holiday weekend. Here's just a few notes: Don't forget the "Twas the Night Before Christmas" shopping in downtown Louisville tonight. Here's a chance to do some last minute shopping in a relaxed-old fashioned atmosphere with your local merchants. Participating stores will remain open from 5 to 8 pm to give you a chance to shop without the pushing & shoving that goes on at the malls & box stores..Walk down the street & greet your neighbors, have a meal at Market Cafe and a treat at Cuppa and do your last gift-buying in relaxed comfort.
    Many area churches will be having candlelight services on Christmas Eve. For me, these are the most moving services of the season. Our family has begun a tradition of attending the services at St. John's Lutheran on North Columbus.
    It looks like it will be a wet Christmas Day.. Christmas Eve should bring a little sun but rain moves into the area during the evening and predictions right now indicate an 80% chance of rain on Christmas Day - a good day to stay in, enjoy the family and play those new video games. Christmas temps should range from a high in the lower 50's to a low in the lower 40's.
    And finally, the day after Christmas(Monday, Dec 26) brings a big event to town as at 10:00 am, there will be a dedication of the Mississippi Country Music Trail Marker for our own Carl Jackson. The event is open to the public and is located on west Main Street. Carl joins the likes of Charley Pride, Jimmy Rodgers, & Faith Hill as the roadside plaque honors his contributions to the American music scene.

Last Supervisor's Meeting of 2011

The Winston County Board of Supervisors dealt with multiple issues as they closed out 2011. It was also a time to say goodbye to some longtime officials and to welcome new officeholders. Longtime Board President Jerry Estes took the opportunity to thank his fellow officials and to wish his best to those newly elected. Other board members also thanked outgoing officials that were present such as Tax Assessor Brenda Miles and Chancery Clerk Pam Reel for their work and dedication to the county. New county officials will be sworn into office on December 29 at 9 am in the Courthouse in a public event.

Highlights of the Board Meeting follow. Full minutes of the Dec 19th meeting will be available in the Chancery Clerk's Office when approved.

Heard from James Davis, owner of Red Hills Winery concerning the lease and utility costs at the current county location on Old Robinson Rd. The Board tabled any decision upon lease changes until further information is discerned. Supervisor Peterson indicated that "we must come up with some fair amount of rental and utilities-we don't need to be out any money subsidizing your business."
Received and approved a bid from Renasant Insurance to continue the County's liability coverage. Steve Roberts and Roland Byrd of Renasant presented a contract renewal with Trident at no increase from the previous year. Board Attorney Hugh Hathorn questioned the high deductible on law enforcement claims and the Board agreed to review the auto and equipment schedules upon acceptance of the agreement.
Handled a tax issue with property owner Thomas Shinn and Tax Assessor Brenda Miles concerning the Tallehaga Watershed assessment.
Approved days off for some county employees at their request.
Approved a traffic sign maintenance program for the county
Approved a military tax exemption for Gary Hickman after determining that he met all the requirements.
Approved P.O.'s from acting Sheriff David Edwards to allow a company to reprogram handheld and mobile radios to meet new state/federal requirements. Edwards indicated the cost would be around $800. Edwards also requested funds for tires and repair to Sheriff Office vehicles.
Board Attorney indicated that all department heads should have all contracts available for review by the new Board in January.
Supervisor Peterson provided information on lease negotiations with Teeters for the old Spartus building. After review, the board approved a 3 year lease with options to renew for two additional 3 year terms with a 2 cent/yr per square foot increase each year.
Approved P.O.'s for the Circuit Clerk, Tax Assessor's Office and the Sheriff's Office for multiple items including new stationary.
Opened bids for the County Depository from BanCorpSouth and Renasant. After review, the Board approved the bid from Renasant due to no fees for most services and a higher interest rate.
Opened and accepted a single bid for a used Ford tractor from District 3 in the amount of $3575.
Opened bids for a Home Project for Bernice Hopkins in District 4. The original high bidder pulled out due to illness and the project was re-bid. Four bids were received and the Board approved the low bid of $81,500 from Gladney Construction upon a release from the previous original bidder.
Heard from a citizen concerning a school bus turnaround off of Union Chapel Rd. It was determined the turnaround would actual be on private property and that the Board had no authority to approve this.
Received the close out package for the Bond Water Project from Phylis Benson of Golden Triangle Planning & Development
Also dealt with matching grant requirements related to repair of the sprinkler system at the Teeters building and authorized Board President Estes to sign the grant request if it was completed prior to the next meeting.

As the meeting closed, Supervisor Peterson took the opportunity to again thank outgoing board member Estes and said, "Jerry has been a real asset to the county and I am glad to have had the privilege to argue with him over this time."

The next Board meeting is scheduled for January 3.

Local Gas Prices Near Highest in the State

Several viewers have questioned the local price of gasoline in the Louisville area. As of 3pm on Monday, Dec.19, the median price per gallon of regular was $3.29 with prices ranging from $3.27 to $3.34. This price compares to the current state average as reported by GasBuddy.com at $3.077 per gallon. Mississippi and local gas prices can be found on our website at http://winstonwebnews.com/local-gas-prices.html.

The cheapest prices range from $2.86 to $2.89 in various areas of the state including Gautier, Jackson, Olive Branch & Southaven. Of the 15 highest prices reported to GasBuddy, 11 of these are in the Louisville area. These figures are subject to change at anytime.

Changes to gasoline prices are primarily driven by the distributor who may or may not be local. In many cases at local convenience stores, the pumps,tanks and related equipment belong to the distributor and not the store owner. Store owners often have little input into the price per gallon.

Gasoline prices in general have dropped over the last month across the country and in Mississippi. Statewide avg price last month was $3.172 compared to the current price at $3.077.

Located at 190 Stockyard (just off the Hwy 25/15 bypass), the Trade Days will provide vendors and shoppers an indoor/outdoor arena to buy and sell all types of items from toys and clothes to antiques and accessory items. Located with JR's Restaurant, Winston County Trade Days will also conduct Saturday auctions of quality antiques and artwork. Auctions start at 12:00 on each 3rd Saturday.
JR's recently held their grand re-opening and will be operating from 11:oo til 3:00 Wednesday thru Saturday, 5:00 til 10:00 on Friday and Saturday, and on Sunday's from 11:00 til 4:00. In addition, the restaurant will serve a free veteran's breakfast on Tuesdays from 7:30 til 10:30.

Eiland Plaza to be "Revived"

The buildings have been in a state of disrepair for a period of time and have been in the possession of a lending institution for the past two years, but brighter days are ahead for the property formerly known as Eiland Plaza. M&M Investments, LLC through the Britt Barnes Realty Group in Carthage recently purchased the housing complex and has already begun cleanup and renovation of the property.

A groundbreaking ceremony was held on Monday morning (Dec 12) as city officials and Economic Development Director Gerald Mills attended. Partners Britt Barnes and Nick Eubanks indicated that cleanup had already begun on the property and that next week would bring 20-25 local workers on site to begin exterior renovation and that 32 units would soon see full interior replacement. M&M also plans to renovate some apartments as studio apartments and as handicap accessible. Barnes indicated, "A lot of cleanup has been done and we hope to turn this project from something negative and make something positive." The complex will change its name from Eiland Plaza to "The Revival" to exemplify the new beginning of the property.

Mayor Hill indicated that the city was happy with the cooperation from the ownership so far and that "if this property is enhanced then the town as a whole will be better." Aldermen Mays, Ball and McLeod offered their support to the project as well. NAACP President Charles Hampton indicated that their organization was glad to see the new ownership and that we hope "to make this a place that we can all be proud of."

The "Revival" is expected to complete building renovation as soon as the end of January 2012 with additional landscaping to occur in the Spring. The owners also plan to make the project a gated community for security reasons..

Carl Jackson Receives Marker on Ms Country Music Trail

Playing again to a sellout crowd, Carl Jackson’s “Home For Christmas” concerts were a resounding success and brought a surprise for the star performer. A Louisville native, Jackson’s show brought a bevy of top notch musical performers to the Old Strand Theater on Saturday night (Dec 10) for the 15th year in a row. The list includes the up and coming husband and wife team of Joey & Rory and old favorites including Jerry Salley, Larry Cordell, Val Storey, Johnny Rawls, Bradley Wright and Larry Wallace.
Performing gospel, bluegrass and country favorites, the stars presented some of the finest music to be found outside of Nashville. The relaxed atmosphere of the theater, the ease of the performers and their interaction with the audience gave each show the look and feel of a musical jam session as the 2nd show extended for almost three and half hours. Several of the musicians performed on Jackson’s latest work, a benefit CD for The Mark Twain Boyhood Home Museum in Hannibal, Missourri.
Carl Jackson was inducted into the Mississippi Music Hall of Fame in 2006 and on Saturday he received another honor as Mary Beth Wilkinson of the Division of Tourism for the Mississippi Development Authority along with other dignitaries including Congressman Greg Harper presented him with a road marker on the Mississippi Country Music Trail. The marker will be placed in downtown Louisville and dedicated on Monday, December 26th. Other country musicians that have received this honor include; Jimmy Rodgers, Faith Hill, Charlie Pride and Marty Stuart. See the following video for the presentation.

Jackson’s career began early as he played with Jim & Jesse on the Grand Ol’ Opry at the age of fourteen. Through the years, he has performed and/or written songs for a who’s who of Nashville stars ranging from Glenn Campbell, Emmylou Harris, Brad Paisley, Merle Haggard and Dolly Parton. In 2003, he won a Grammy as the producer of the Country Album of the Year “Livin’, Lovin’, Losin’–Songs of the Louvin Brothers”.
